Tom O’Brien and Jack Burgess have taught more than 2,000 people to drive.

The City of Cape Town has identified a number of driving schools that have been illegally conducting their business on the premises, located in the parking lot behind the stadium.
According to Yvette Tsolo, the City’s head of facilities, the driving schools who are currently operating at the stadium have no formal agreement with the City.
In recent months, the fence surrounding the stadium’s parking lot on the southern side has been damaged by vehicles used by driving schools, including trucks. The trucks also pose a weight bearing problem to the surface of the lot.

The parking lot at the northern side of the stadium is currently used as a thoroughfare by schoolchildren and the presence of various vehicles on the site could pose an immediate safety risk. The City is planning to fence-off this side of the stadium in the next financial year.

Lee-Roy Montanus, a Bridgetown resident and driving instructor in Athlone, says that although he does not use the stadium’s parking lot often, the increased activity in the area, particularly relating to trucks, has raised a few eybrows.
“I have been working in this area now for more than five years. There was nothing (in terms of complaints), because it was just the Code 08 vehicles which would do the parking there. Now we are seeing the Code 14 has also been parking there. Ever since they started putting up fences on the opposite side of the stadium, at Field Crescent, there have been a few incidents where the fence has been damaged by the trucks and that has been a reason for them to get the driving schools off the property.”

Montanus says that he only uses the parking lot to have his clients become accustomed to the car being used before they move to the roads and from there he uses the testing yards.
“The only disadvantage about the stadium is at night it becomes dangerous. Now and then there are a few shooting incidents, but there have not been any recently.
“It is becoming so busy around the stadium with all the driving schools that you hardly have space to operate.”
He says that he will abide by the notice and said that they do have an agreement with the City, but that it does not relate to the usage of the stadium’s premises.
“We have not engaged with the City. We deal with the City concerning lessons and we have a tender with them, so we don’t have anything bad to say about them doing this,” says Montanus.

Visual parameters such as colour vision, depth perception and contrast sensitivity of drivers influence crash involvement rates in India, says a recent study which also has laid bare the absence of protocols and testing methods in the country to assess the visual capabilities of drivers during their licensing process.

A team of experts led by the Indian Institute of Science (IISc), Bengaluru, found that a whopping 81 percent of drivers - out of a study sample of 387 - who had at least one visual defect, were involved in some sort of an accident.

"There is a huge need to amend the Indian standards of vision testing for drivers. The governing laws in India with respect to driver licensing procedures need to be appropriately amended to create safe drivers by strict visual screening before issuing driving licence," Ashish Verma, assistant professor, department of civil engineering, IISc and the lead author of the study, told IANS.

The data, published in "Current Science" in April, was culled from investigating the relationship between visual functions of drivers in India with their predisposition to involvement in road crashes.

"Persons with unacceptable standards of visual functions must either be issued a regulated driving licence or licence must be issued only after the problem is rectified, if medically rectifiable," emphasised Verma.

The analysis involved 387 motorists from the Karnataka Road Transport Corporation (KSRTC), Bangalore Metropolitan Transport Corporation (BMTC) and private transport companies and included motorists from the institute's community as well.

Among the sampled drivers, colour vision, vertical field of vision, depth perception, contrast sensitivity, acuity and phoria were found to influence their crash involvement rates.

So how are these parameters linked to driving safety?

Acuity, for example, is characterised by the ability to see small details clearly and helps in reading distant traffic signs. Defects in visual acuity results in doubled crash risk, show reviewed literature cited in the paper.

Similarly, phoria refers to the coordination of both eyes to correctly identify obstruction in placement of an object ahead, and affects driving performance as it aids in identifying the position of a vehicle or an obstruction in front of the driver correctly.

"Another interesting aspect observed from the study was that many of the licensed drivers tested did not qualify the minimal vision standards. More than half (52 percent) failed in at least one of the vision parameters tested," said Verma.

Driver vision skills were tested using a DVS-GT Deluxe vision screener.

But how do motorists wriggle out of tests to get a licence?

Verma explained that Indian driver licensing system follows a single-phase licensing system which recommends a single phase of driver education and training prior to the written and driving tests.

The gaps include driver education not being mandatory and the absence of evaluation of physical fitness of candidates with respect to visual abilities, hearing, etc. before issuing a driving licence.

"Among all the above mentioned visual parameters, acuity is the only parameter evaluated as part of the vision test conducted to issue a driving licence in India. As per the Motor Vehicles Act, 1988, and Central Motor Vehicles Rules, 1989, a self-declaration medical certificate from a registered medical practitioner is sufficient to qualify in the vision test for a driving licence, making the law relaxed," he said.

"Also, the laws are similar for all, irrespective of age and individual characteristics."

In contrast, visual acuity, visual field and colour vision are the mandatory vision requirements in countries like Canada, Germany, the USA and Australia.

The assessment and recommendations of the study have been handed over to the Union Ministry of Road Transport and Highways, informed Verma.

"To begin with, these tests should be made mandatory for commercial and public service vehicle drivers, added Verma.

Farmer Stuart joins Queen in celebrating his 90th year

FARMER Stuart Simpson has celebrated 90 years living and working on the same farm - the same week the Queen celebrated her ninetieth birthday.

Stuart, was born in the same week in 1926 as the Queen but in his own words was destined for ‘humbler things.’

He was the first son of David and Marjorie Simpson, tenant farmers at New House Farm, Winmarleigh, near Garstang, who spent their honeymoon being shown around Buckingham Palace by Marjorie’s cousin, the palace housekeeper.

And last Sunday, Stuart celebrated turning 90 by farming his 110 acre farm, driving his Landrover round the cows and sheep, checking fences and dykes and running the stables.

When asked about the secret to his long life in work, Stuart says he has to credit his wife and his genes.

He said: “I’ve been lucky with my genes, I think. I’m not taking any chances though, I read in the newspaper recently that sugar’s bad for you, so I’ve cut down from three sugars in my tea to one.

“Like the Queen has been lucky to have Prince Philip, I was lucky to have Margaret.”

Stuart’s wife passed away in 2005 after they were invited to a garden party at Buckingham Palace to recognise Stuart’s 20 years’ service in the Royal Lancashire Show.

And despite his work on the farm’s tractor, Stuart claims he’s never had a driving lesson.

As driving tests were suspended for parts of the war, Stuart says licences were just handed out.

“I remember walking into Garstang Council offices on my 17th birthday, asking for a licence and just being given one,” he said.

Stuart bought the farm in 1974 and 42 years later he still has no intention of stopping what he loves.

"After the morning snow/mix, we'll see a lull through midday with rain/snow redeveloping [Monday] afternoon," said meteorologist Mark Dixon. "If the redevelopment is widespread, there could be an impact on the evening commute."

The snow started around 3 a.m., according to meteorologist Scot Haney.

"Just like [Sunday], the snow is heavy and wet," he said.

Accumulations will be highest in northern Connecticut. Four to 6 inches is possible near the northern border.

A coating to an inch is expected to fall along the Interstate 95 corridor and 1 to 4 inches will fall through much of central Connecticut.

Addition accumulation from Monday afternoon's rain/snow redevelopment could be possible, according to Dixon. It would be especially prevalent across inland Connecticut where temperatures remain cold enough.

Haney said the storm is moving at a much slower pace than Sunday's storm.

"The track of the storm will be close enough that a little bit of its warm sector will move across Connecticut during the midday hours, producing a switch-over to an icy mix Inland and plain rain for the shoreline," he said.

The shoreline will see the transition fairly early, likely by mid-morning. Interior Connecticut will see it happen later and it'll last for a shorter time. Along the Massachusetts border, it could last a few hours.

"As cold air comes back into the area as the system continues to move east, any mix or rain will transition back to snow before tapering off [Monday] evening," Haney said.

Unlike Sunday, the state won't see high winds.

"Nevertheless, heavy snow on limbs can be enough for them to crack under the weight and take power lines with them," Haney said.

The storm should be gone by late Monday night.

In its wake, however, will be another gusty blast of cold air. Highs will struggle to make it out of the 30s, despite any sunshine on Tuesday.

Wind chills will make it feel like it's in the teens and 20s.

Wednesday looks to be slightly warmer with highs in the 40s.

The state should remain storm-free until Thursday.

Dixon said that's when another system arrives with rain and potential thunderstorms.

Southern Illinois schools experiencing bus driver shortage

Public schools in southern Illinois are experiencing a school bus driver shortage.

The Carterville Community Unit School District #5 is one of several districts in the region experiencing a shortage, Carterville District Superintendent Keith Liddell said.

“You have fewer drivers available to drive the routes,” Liddell said.

Liddell said the shortage is causing drivers to double up on bus routes. He said in some cases students are arriving to school later than normal.

“It’s not just a Carterville issue,” Liddell said. “Personally I think it’s everywhere.”

Carterville owns and operates its own bus service. The Marion CUSD #2 contracts their bus routes to a private service called Illinois Central Bus.

Senior contract manager for ICB, Jon Wagner, said he has enough drivers at the present but it could change at any time.

“We’re always looking for bus drivers,” Wagner said. “It seems to be a constant thing.”

ICB serves the region including schools in West Frankfort, Williamson County and Hardin County.

“School bus drivers are in high demand," Wagner said.

The superintendent of the Anna-Jonesboro High School District #81, Rob Wright, said finding bus drivers has always been difficult.

The AJHS District owns and operates its own buses. The district currently has a full driving staff but went more than a year without filling a position.

Wright said the AJHS District resorted to their custodians to drive buses when positions couldn't be filled. Wright said the custodians have all the proper training but it took away from their regular duties.

“The bus driver may be one of the most difficult positions to fill and keep filled," Wright said.

Wright said becoming a bus driver isn't an easy task and the payoff is not lucrative. He said drivers must pass a back round check, pass a physical, a driving test, and undergo training that can take between 4 and 6 weeks to accomplish.

Most drivers will work 3 to 4 hours per day between two split shifts -- morning and afternoon.

“It takes the right kind of individual to be able to do it," Wright said. “Not just anybody can hop on a bus."

Wright said filling bus driver positions has been an issue in every district he's worked in his education career.

NHCS to offer free bus driving classes to increase drivers due to shortage

School leaders in one county are looking for ways to get more drivers in buses.

New Hanover County Schools are offering free commercial driving classes to those who are interested. School officials are hoping this will encourage others to apply to become bus drivers.

New Hanover County currently has a shortage of bus drivers to assist in getting children to school. The school board considered having custodians and teacher assistants drive buses, but the idea quickly changed.

New Hanover County Schools are now encouraging parents to apply to drive buses. Transportation director Ken Nance said there are several benefits that would help parents if they chose to drive buses.

"They would be on the bus early in the morning and in the afternoon which would go along with the children with their schedule and be off in the summertime, but we do actually if they work for us long enough, they'll get the same benefits that all the other drivers will get. Nance said benefits include retirement and health plans. According to Nance, New Hanover County Schools are short 10 drivers. Some who complete the program, may be eligible to begin driving this year. The rest will have to wait until the 2016-2017 school year.

HGV instructor admits driver training fraud

An instructor has admitted ripping off a group of truckers who paid who paid almost £3,000 for courses but never received the qualifications they had earned.

Exeter based Mark Johnson ran five days of courses for up to 17 HGV drivers which they needed to keep their licences valid.

The truckers were forced pay a second time to retake exactly the same courses because Johnson had misled them about his ability to log their work with the Driving Standards Agency.

Johnson had previously worked with a private agency which was authorised to certify that the drivers had completed the necessary hours of training.

He ran into trouble when he started running courses on his own on a freelance basis. He claimed to be a former traffic policeman and to be working with Marsh Barton based Wyvern Driver Training and Consultancy.

Johnson has spent 18 months denying the fraud but changed his plea on the first day of his trial at Exeter Crown Court after new evidence emerged.

Johnson, aged 49, of Gussiford Lane, Exmouth, admitted a fraud in which he made false representations when he offered training for the Certificate of Professional Competence (CPC).

Before the trial folded the jury were told how HGV drivers now need both a licence and a CPC, which is based on ongoing training.

Every trucker has to complete 35 hours of training every five years covering areas such as road safety, first aid and tachograph use.

Johnson organised one three day and one two day training sessions in April and June 2014 for which drivers paid a total of £2,913.

They expected the hours the clocked up on the courses would be uploaded onto an official website, run by a Government agency, and go towards the renewal of their CPCs.

Johnson took their money even though he had no way of uploading the hours, after ending an arrangement with a certified training company called Driver CPC4U, through which he had worked previously.

Miss Bathsheba Cassel, prosecuting, said:"He acted dishonestly by not operating through CPC4U. He was taking money for courses from drivers who expected the hours to be uploaded but knew they would not be.

"These courses were run fraudulently and he has committed fraud towards the drivers."

The only witness to give evidence before Johnson changed his plea was Glastonbury Festival transport organiser Mrs Lauren Andrews, who met Johnson when he was running a course at the Bristol Rovers stadium complex in February 2014.

She arranged for him to run five days of courses after he told her he was a former traffic cop and gave her a business card showing he worked for Wyvern Training.

She turned detective after the 17 drivers who paid £2,913 discovered the hours had not been logged into the online system. She tried to get answers from Johnson for three months without success.

Johnson gave her a string of excuses in e-mails and texts in which he blamed a series of family tragedies, including the death of his mother and the serious illness of his newlywed wife.

Mrs Andrews went to the police after discovering that Johnson was not registered in his own name to deliver training and did not appear on the Companies House entry for Wyvern Training.

Winter storm moves from Newfoundland to Labrador

The storm that blasted much of Newfoundland on Wednesday is making its way through Labrador.

The Department of Transportation and Works said Thursday that a section of the highway in southern Labrador has been closed.

Drivers are being warned to stay off the highway between Happy Valley-Goose Bay and Cartwright because of blizzard conditions.

Schools in southern Labrador are also closed for the morning.

On the island, the RCMP in Deer Lake and Lewisporte asked people to avoid driving if at all possible, due to whiteout conditions. Police in Lewisporte noted two cube vans had rolled over just east of the Lewisporte junction on the TCH.

Additionally, several schools, many on the Northern Peninsula, cancelled classes altogether or delayed opening until mid-day.

Marine Atlantic said ferries are staying in port until late Thursday night due to high wind conditions.

Road ministry to open driving schools, generate rural employment

The ministry of road transport and highways is planning to start 3,000 drivers’ training centres in rural areas with an aim to provide jobs in rural areas.

The ministry also proposes to make it compulsory for trucks to have air-conditioned cabins to make driving comfortable.

The government is also planning to open vehicle fitness and pollution centers in villages to generate employment, roads minister Nitin Gadkari said on Thursday. He was addressing over 250 non-governmental organizations working on road safety.

Under a new plan, Gadkari said computers are going to be used to evaluate results for driving licenses and those who clear the tests would get license within three days.

“At present 30% of driving licence holders in the country have got their licences through inappropriate ways,” the minister said, adding that the new system would be more transparent and efficient. The computerized licensing facilities spread across more than five acres would be set up in the next five years, he said.

Gadkari said that his ministry has already drafted a bill to set up a National Road Safety Authority and is likely to soon get cabinet approval for it. “We are just waiting for approval from the finance ministry,” said the minister.

Another project on which the ministry is now working on is developing roadside amenities that would be equipped with helipads for quick transfer of accident victims to hospitals or poly clinics with all basic medical facilities present and all busy traffic corridors will have trauma centres along the highways. The minister also announced that a scheme will be worked out to provide NGOs working in the field of the road safety with financial assistance of Rs.3 lakh for educating masses and holding awareness drives.
